Annexations are a process that transfers parcel (s) of land from one jurisdictional territory to another. The Special Projects Division of the Commissioners Office is responsible to coordinate inter-departmental review and comment on annexation of unincorporated urban growth areas with applicable RCWs, revenue sharing agreements, inter-local agreements, Kitsap Countywide Planning Policy and the Kitsap County Comprehensive Plan.
