This report
documents the
Alternative Futures
planning process for
the Chico Watershed.
Alternative Futures
Planning is a
technique designed
to assess the
relationships
between human
activities and
changes that occur
in the natural
environment. This
method consists of
creating a series of
future scenarios
that depict what the
landscape of a
watershed might look
like in the future.
Each scenario is
then analyzed for
its effect on water
quality, water
quantity and fish
and wildlife
habitat. The
analysis also
assesses the
potential benefits
and impacts of those
future land use
scenarios. The
result is a
watershed plan based
on natural resource
protection and
designed around a
vision of the future
that is articulated
by the citizens of
the watershed.
Kitsap County
selected the Chico
Creek Watershed as a
pilot project for
Alternative Futures
planning due to its
healthy salmon runs,
large tracts of
forestland, two
large lakes, and the
increasing demands
of development
within its
boundaries.
